My Lord,

Victoria, Hongkong, 13th June, 1848.

I have the honor to enclose for Your Lordship's consideration a copy of a Letter with Enclosures, from Mr Hillier, the Chief Magistrate of Police to the Colonial Secretary.

Mr. Hillier has stated his case very fully, and quite truly, and, in my judgment, should not be allowed to be a sufferer for an act done in conformity with, and in obedience to the orders of his superiors.
