I have the honor to enclose for Your Lordship's consideration a copy of a Letter with Enclosures, from Mr Hillier, the Chief Magistrate of Police to the Colonial Secretary.
Mr. Hillier has stated his case very fully, and quite truly, and, in my judgment, should not be allowed to be a sufferer for an act done in conformity with, and in obedience to the orders of his superiors.
The case is simply this.
The Governor of Macao in a letter dated N. § 4 1848, forwarded a copy of an Ordinance entitled "An Ordinance for extending the Jurisdiction of Police Magistrates and Justices of the Peace, within the Jurisdiction of Hongkong", being Ordinance N6 of 1847, "An Ordinance to repeal and substitute... those contained in the said Ordinance..
